1999.5 Jetta won't start?

A few weeks ago I bought a 1999.5 Jetta, usually the first time I go to start it up it starts, but if I turn it off and turn the key over again it won't start, and it does that for about 5-10 attempts, then I wait and it starts, also it doesn't sound like the engine is having trouble starting up, the engine doesn't even make any noise... It just does nothing, also the check engine light and battery light comes on
