Why wont my interior lights work?

I have a 1999 VW Jetta Wolfsburg and I need to replace the headlights. When I turn the switch to turn on the headlights they obviously don't turn on but the gauge cluster and other buttons/knobs dont light up. Is this due to the headlights being out or is it something else? Thanks.
